Who qualifies

- No prior felony convictions before arrest or prosecution.
- No domestic violence misdemeanor convictions within five years before arrest or prosecution.
- Not subject to judicial firearm possession orders at the time of arrest or prosecution.
- Not convicted of a felony or violent misdemeanor resulting from the arrest.
