The program, in place from 1996 to 2018, allowed the city to seize homes for alleged tax delinquency and transfer them to developers without meaningful notice or compensation, stripping owners of their equity. The settlement, which is subject to court approval, aims to compensate approximately 64 former owners. This case was significantly influenced by the Supreme Court's 2023 ruling in Tyler v. Hennepin County, which deemed the seizure of surplus home equity unconstitutional.
