This settlement resolves claims that New York City unfairly detained pre-trial detainees in restrictive conditions at Rikers Island and the Manhattan Detention Complex between 2018 and 2022. Eligible detainees may receive compensation based on days spent in covered facilities.

- Detention occurred between March 25, 2018 and June 30, 2022.
- Excludes individuals housed after Feb. 1, 2020 for contagious disease referral up to 14 days.
- Excludes individuals housed under valid judicial orders requiring separate housing.
