• Those identified as entitled to special education services or accommodations.
• Individuals with a verified Individual Education Program (IEP) before or during incarceration.
• Those diagnosed with an educational disability and had an IEP in development while incarcerated.
• Persons born after Jan. 11, 1993, under 18 at prison entry, without a high school diploma at entry.
